If I start at -5000 eeps could I by any chance at all play an elfen Kensi (I may have to convince Tesuco to train me and the such, but would I plain old be able to do it)

Let's see...
Kensai are by their very nature ALWAYS lawful, while elves are well-known for being chaotic and flighty. Kensai are based out of the Asian culture while elves are European. Kensai are focused on honor and don't use magic weapons EVER, while elves get a woody when they see anything magic.
So, it would seem that an elven kensai would be something of a contradiction in terms. But, that said, while I do NOT run a post-modern world, I can understand the validity of the worldview and certainly do not believe my own viewpoint is the most-priviledged.
What that means is, long ago I decided that an OCCASIONAL weirdo character might have a place in the world. You may, indeed, play your elven kensai with the following caveats (generally universal, BTW): a) you pay double xps to advance in level b) you begin play at ZERO level c) you write a short character history explaining WHY your elf became a kensai. I need to see some motivation, you know?

Howdy Aaron-Baron,
Well, it's funny you say that. Spirit folk are the (Chinese) cultural equivalent of (Western European folklore inspired, Tolkein-based) elves. Both serve the mythological role of beings with a unique spiritual nature that gives them special insight, grace, and abilities. While their origins are vastly different (in mythology, most beings we'd identify as spirit folk are the descendents of dragons or divine beings), their meaning vis-à-vis humans is very similar.
Unfortunately, these races have little connection to one another. Elves come from an ancient, somewhat-isolated tradition of racial purity and ancient magic and lore. Spirit folk are happy to help humanity and even intermarry with them (although a major part of the movie, Arwen's relationship with Aragorn was NOT normal). I suppose a family of kensai could have found and raised an orphaned elf, but it would QUICKLY be obvious that the elf was from VERY different stock -- not just all the physical differences, but spirit folks have special, localized magical powers.
Now, to help you out, one idea might be that an elf has a child and is then killed. The elf's allies cannot get the elf raised, but they do manage a reincarnate. Unfortunately, the spell brings the elf back as either a Kara-Turan (Asian) human or some other race from Kara-Tur. The elf's memories are fragmented (as often happens -- there's a reason that Billy doesn't recall his former life!) and the elf raises her baby in Kara-Tur.
Now, that's just the nucleus of the idea -- there is still ALOT that needs to be fleshed out. And I'm not saying that that idea is not without flaws...but I leave that to you to work out.
Oh, and one other idea to offer, just cuz I think it's cool. If you don't mind being a half-elf instead of a full elf, there WAS a certain elf trapped at a monestary for about a century...I think playing Doby's long-lost son would be very interesting...

The thing is that I whant to be an elf for the 19 Dex... so if I was a half elf it would be...unnesisary... I think that I will just be a Spirit Folk... plus...sence I canget 2 wepons at high lvl, can I use 2 long swords/katanas just a thought

Et tu, Brute? That's called min-maxing -- trying to get the very you can out of a character via the game mechanics, even if it might not be the most realistic thing. It's the primary reason why I run such a non-Post-Modern world. And in this case, I think you should just play a spirit folk.
Yes, a high level (7th level as I recall) kensai may use a katana in each hand (like Tetsuko no Kuwahara, daughter of Buntaro, The Swordswoman, Chamberlain of SeaHaven does).

The other thing might be some roleplay to convince said high level kensai that said elf is worth wasting time trying to teach... All that being said, I'd personally think double eeps might be a bit harsh....ASSUMING a DM-approved story was behind the whole thing...elves can be lawful afterall...isn't Corralean Letherian lawful? Oh, and yeah, having a 19 dex won't do a Kensai any good over having 18...unless they happened to be a thief in a past life and still wanted to pick pockets.
