All items of holding, including portable holes, which were on the planet of Oerth during the Apocalypse, no longer function. They do, however, radiate as magical. Bags of holding brought onto Oerth since the Return of the Eleven function normally as do such items which left Oerth prior to the Apocalypse.

I get it - they're 'lost' just like Oerth was from the rest of the universe. Theoretically an astute dimentional traveler could fix them, particularly if said dimentional traveler was familiar with their extra-space pre-apocolypse...I suppose.
When Tyr's powers return, she'll run a retreval service... :0
