Arthur is Really interested in finding out how different people cast and use spells. After seeing Asha cast "normal" spells without using "normal magical means" he is really curious on finding out how to change his spell casting and make it more "secretive" and also discover how the "ancient civilisations" did spell crafting - how can I burn/learn this skill?

Perhaps I'm not understanding your question fully. If it's "may I learn spell-craft" then the answer is "yes". If it's "may I learn how to cast spells 'secretly'" then I need more info about your definition -- there are skills to cast spells without speaking and/or without gestures. If you want to learn how other civilizations cast spells, then you'll need to do some research and/or fieldwork. If you want access to an alternate spell list, you can buy the Arabian one since you've now spent a fair amount of time here, but other lists are not available (yet), such as Nereganti, Kara-Tur, etc.

Hmmm, I thought "Spell Craft" covered all of that (Knowing the spell about to be cast, how other civilisations did some spell casting, and actually casting spells in unusual fashions - Yes I know I think this may be a full weapon or more of a proficiency.
Let me just start with the basics.
The concept of general spell craft - looking at a spell caster and knowing what he/she is about to cast.
Is their a description of this proficiency in Skills & Powers? or is it somewhere else (My S&P book is currently in Hayward and I have to get it back! :-)

Hmmm,
I think Alternate Spell List may be more appropriate for Arthur.
He's interested in the Archeology of ancient sites and he would be interested in how ancient cultures performed various spells (and he'd LOVE to pick some unusual spells too!)
I think that is what I'm burning for.
(I'll probably expand the Spell Craft Proficiency as Arthur learns more...)

If you want to learn another culture's spell list, you're going to need to spend time studying that culture's spell system. That means either a living mentor -OR- having the skill Spellcraft AND studying a TON of ancient tomes and spell books. For the most part, the skil Alternate Spell List is NOT a gimme -- it should be as difficult to acquire as a martial arts skill. Ray can fill you in on that joy...!
